Ludwig P. Gaines is a Principal, Senior Vice President and General Counsel of The Euille Group LLC. Mr. Gaines has over 20 years combined public and private sector experience as a lawyer and government affairs and business development professional with extensive knowledge of local, state and federal government relations and legislative processes. His expertise specifically includes business formation and development, government contracts, federal and state lobbying and issue advocacy, strategic planning, community relations, and legal and legislative affairs. Among other positions, Mr. Gaines is former Chairperson of the influential Metropolitan Washington Council of Governments Policy Development Committee and a former member of more than 2 dozen statewide, regional and national boards and commissions.

Additionally, Mr. Gaines is a former elected (City of Alexandria Council) and appointed government official (Planning Commission, Human Rights Commission-Chairperson) who has both managed and advised political campaigns at the local and congressional levels. He is graduate of Hobart & William Smith Colleges (BA-Political Science), the Howard University School of Law (JD), and Harvard University’s Kennedy School of Government Leadership program. Mr. Gaines has held prior senior positions with a national non-profit organization, held legal positions with one of the nations leading law firms, and served as in-house corporate counsel and of-counsel to small, emerging and mid-sized businesses.
