Dwight D. Deneal

Dwight DenealMr. Dwight D. Deneal was appointed the Director of Small Business and Industry Liaison Programs for the U.S. Coast Guard (USCG) on January 19, 2018. In this capacity, Mr. Deneal serves as the USCG’s authority on all small business related socio-economic guidelines, policies, regulations and legislations and is delegated the authority for planning and carrying out acquisition activities required including interpreting, extending originating or devising new USCG policies in support of small businesses. In addition, Mr. Deneal serves as the USCG Industry Liaison for U.S. Department of Homeland Security (DHS) Industry Liaison Council and represents USCG in interactions with other federal, state, local agencies and industry (small/mid-cap/large/trade associations). Mr. Deneal represents and serves as the focal point in responding to industrial, congressional, and individual inquiries on small business, HBCUs/MI, economic utilization and other business matters. Lastly, Mr. Deneal serves as the Senior Technical Advisor for the USCG Ombudsman Program for Agency Protest (OPAP) and the USCG Acquisition Innovation Advocate.
Previously, Mr. Deneal served as a Team Lead Small Business Specialist at the U.S. Department of Health and Human Services (DHHS) reporting to the Office of Small & Disadvantaged Business Utilization (OSDBU). Where he advised executive leadership and led a team comprised of five other Small Business Specialists on matters relating to the development, evaluation and implementation of small business procurement statutes and program policies. Mr. Deneal started his career as a Contract Specialist with the DoD at the U.S. Naval Sea Systems Command supporting the Energetic Systems and Programs mission at the Naval Surface Warfare Center- Indian Head Division and he also served as a Contract Specialist at the U.S. Department of Education in the Office of Contracts and Acquisition Management. Mr. Deneal holds a Bachelor’s degree in Business Management from Hampton University and a Federal Acquisition Certification in Contracting (FAC-C) Level III.
Mr. Deneal is an active thought leader in the Federal Acquisition space and a staunch advocate for the small business community. He was appointed to serve as the Government-Chair for the American Council for Technology (ACT) and Industry Advisory Council (IAC) Small Business Alliance. In this role, Mr. Deneal helps shape the association’s outreach efforts and provides an active focal point for coordination of all ACT-IACs small business programs. Additionally, Mr. Deneal serves on the Armed Forces Communications and Electronics Association (AFCEA) International Small Business Committee.
